Could not find the app I wanted - So, vibe coded it with Lumo+ (Proton's AI) - It's called LooLooLooper (in memory of my BFF Mark/LooLoo) - Feel free to beta test it here:

It installs with no sounds = Hold any of the pads to pop up a menu to load any sounds on your device. Then you can chose to loop them, tap a tempo, volume, etc.. Mute (M at top) button can be rapid tapped for a tremolo effect.
Free and Open Source and works fully off-line!
