1. just upload the entire folder containing the emoji pics, with it's name (eg, pat.png)
2. some extensions may not get listed by default. You can adjust it via Admin-FE to make it list
3. if you add new emojis in a folder that already has pack.json, either you modify pack.json then reload, or remove pack.json and [Refresh local packs] on Admin-FE

tl;dr: emoji folder don't need pack.json. It will be made once you refresh
