Uses noise from the hardware like voltages and jitter, Core specifically combines this with other environmental information like process leaves, cpu cycles, i/o activity etc so that the chips are not trusted exclusively

Some HWW's don't rely on the (closed source) chips alone either, but some do.

PC adds operating system surface risk, HWW's lack obscurity and enterprise audited supply chains. Tradeoffs all the way down.
