That's not racism. It's the opposite. He's clearly expressing his concern for how govt intervention is harming black people. Lowering standards for a group will obviously have negative consequences. The govt is literally branding an entire race as not equally competent. It's pretty clear that govt intervention has harmed black people. As another example, you can either believe that black fathers just naturally abandon their children at far higher rates than everyone else, or you can believe that there is another systemic underlying cause at work. I would think that people who knowingly support a system that harms a group of people based on their race, are actually the racists.
