Lowland chimpanzees seem to have no concept of ius gentium, but every remote tribal human society seems to have.
What those laws and customs are varies enormously, of course.
Its only the culture of impunity fostered by State hierarchies that allows war crimes at scale across space and time.
War criminals in simpler societies have to worry about what will happen when peace comes and they now live across the valley from their victims's family.
