I think you do have a point here. Android is Linux, and that isn't even an argument. The Android kernel, while being a fork, is still functionally just the Linux kernel. But, like all things, humans categorize, and "Mobile Linux" or "Linux Phones" is just a category that mostly includes distributions attempting to use close-to-mainline Linux kernels.

"systemd phones" wouldn't work either, because postmarketOS for example supports OpenRC.
