From what I'm seeing, not really. It isn't about removing anonymous chat apps in a vacuum. It is specifically about apps that set up people randomly to anonymously communicate that don't know who each other are at all. Things like signal, oxchat, nostr apps, wouldn't fall into this as it is currently said.

It clearly states "random OR anonymous chat". Any app with a chat function and without named accounts (does login with email cover this?) can be considered anonymous. It depends on how they interpret it, but we've seen bans on freedom tech before, so I think interested parties should be prepared ...
