So the process is pretty in depth but managable. The passport application would be as a state citizen. The family Bible is not a "loophole", this is your legal document. You are demonstrating that you can manage your own affairs and records without state intervention. A few other documents that you need to provide (Veda Ray has a full roadmap):
- Affidavit of Nativity and Nationality
- Proof of parentage
- Early Baptismal Certificate
- Letter of no record from the county/state that no birth certificate exists
Everything must be notorized and you will need witnesses of the baby being born at home (midwife and doula). Your midwife will need to be ok with not filling out a birth certificate. You can have a notary come to your home.
