Do you really need the SIM to be on the phone ? I didn't use WhatsApp for a decade but if it's like before and like all other messaging app, you could validate the number from another phone by entering (by hand) a code received by SMS.
The only trick would be to install 20 separate instance of the same App, on GrapheneOS you can install at least 2 that run at the same time plus more in separate profiles (but it's long to switch back and forth between profile). But I guess they are trick for that and it's not dependant on the number of SIM in the phone, even dual SIM phone cannot get 2 instances of an App without a work account or something.
