Some parts of rural China also have outbreaks almost yearly.
Majority of the world's population has ancestors that survived the plague so it's not as dangerous as it used to be, native Americans etc. are most at risk, both because California is the global hotspot for outbreaks but also because their ancestors weren't exposed.
