Yes, is hard to shut down all, at ISP level, if a fucking gov agency will order them to do so.
But the whole "anti-censorship" thing of NOSTR stays in the OBEDIENCE of the relays runners. If they are cowards will shut down themselves the public relays.
I wonder how many active PUBLIC relays of today will disobey any orders to shut down.
That's why NOSTR must have a strong network of PRIVATE relays and a way that do not depend of any FQDN and IPs.
