News to me, what is the evidence of this, I have never heard of it. Would not surprise me if they were talking about it but it defo isn't a thing at the moment
Oxford council had a plan to test this, but I believe they received too much backlash so they scrapped it (or more likely changed the name 😅). It was 2 or 3 years ago when I heard about it, so I might not be bang on.
