That is called regression.
Pubky.app is decentralized and truly permissionless.
You can (and are encouragd to) run your own homeserver. You can then make up whatever rules you want.
Also, Pubky.app provides a credible exit - I lost all of the media connected to my Primal account and can't even connect to the Blossom server to get it back. With a Pubky.app homeserver, that would never happen.
Did you even read the T&Cs for the server you were signing up for?
Pretty sure Primal didn't have any terms that said: "thou shall not speak honestly or promote real freedom technologies."
