I'm not sure, to be honest. But if someone defines a protocol that allows relays to share a list of banned users mutually, what would happen? I don't think it is effective and many relay owners would not prefer that way, but at least looks possible to define. That kind of thought.

Yeah. I agree with you. The most of relay owners do not like doing that way, I believe. Mine was just a narrow possibility.

That can be a potential issue if Nostr centralizes to a few large relays. As long as it's possible to run your own relay and that there are people run relays that like the idea of free speech, I don't think you'll have any issues.
