Is for hygienic purposes & is not a must.The skin can store many harmful stuff , can easily transmit/ contracting sexual diseases. (Proven on hiv/aids) As far as religion is concerned for those who kept it theres special rules on how to get it clean before prayers, like cleaning the body with water not only papers.
