It definitely exists on a military level and it has been proven to be used and I can get behind that. The question and where I'm still a little confused is on the commercial side. Having some aviation experience through others, I'm not exactly sure how they would accomplish this at scale.

It's pollution from commercial airliners. Th visible clouds are just the water vapour that sticks to the pollution. You only see them if the moisture content is high enough. But they are always making that pollution.
