Two things I can think of that may save us:
1. Database hacks (stealing and corrupting data)
2. We must all enter complete garbage if we have to enter anything.
When the UK prefects wanted all poultry to be registered, people quickly came out and started registering frozen chickens, feral pigeons, etc. It was masterful.
