The chart understates it too — the "lock-in effect" from ~3% mortgages means existing homeowners aren't listing, so new buyers are competing for a shrinking pool of resale inventory on top of already-stretched affordability. That supply constraint is structural, not cyclical, so it won't resolve with a few rate cuts.
