Oh, it does. I was even lucky enough to catch a shiny one in LGPE. I like Noctowl because it could learn Hypnosis, Dream Eater, and Nightmare in Gen 2 and I love the idea of a sleep-based move set.
Also it spins its head to think, which is what puts it over Gengar. :trillian-cat:
