I’d also hate to send thugs to victimize innocents
I’m sure there are plenty of bureaucratic processes that ‘require’ humans. I’m just not familiar with all that.

There is an Arabic proverb: "if it must rain, let it rain on everybody".
I agree doing anything to facilitate thugs harming the innocent is a bad look. But those resisting being robbed are equally innocent. Maybe more so, since they are less complicit in the funding of evil.
If we cannot prevent thugs from harming people, at least we can make sure they rain on everybody, in the most unprofitable and non-strategic ways.
