The main constraint, overall, is the border police did not have enough staff in Bari
Had they had 1 EU (so non-EES) booth open, they could have used the EES-equipped booths more efficiently, and processed everyone faster
But the main determinant - at an individual level - as to whether you would be processed quickly or not was if you chose the right queue at the start!
