I think optional is the only way to go. You could follow and hitch onto some people whom you respect their blocking preferences and others you could follow for other reasons.
I think this would cut down on trolling as well. People with legit responses would be likely to be heard, trolls and definitely spam would fade.
My prediction would be that you only hitch onto very specific muting accounts so you don’t over mute.
