I appreciate the possible reasons for the diplomatic framing but we are not children so should acknowledge the abuses of monetary controls and surveillance even in "privileged" countries.

that’s a good point … I think the talk was trying to highlight the contrast of, the people living in countries with “financial privilege” of the type that most people don’t realize, compared with those really extreme examples of government control.
