These aren't 'ruled out ' simply because the EU hasn't figured out how to rule them out… yet(!). As originally stated, the *people* who use these services tend to be non-compliant, and no self-respecting safe and compliant EU citizen wants to be seen in such dubious company!
Incentivizing decentralization was, of course, purely an unfortunate side effect. Definitely not on the party plan.
