We lived in a dystopian place during covid. The people were sheep and enjoyed their servitude. They even tried to enforce it on other people. Oh, and homeschooling was seen as bad for kids.

I think the either/or is the trap here.
Environment matters. People and institutions can genuinely shape what is possible, and sometimes leaving a place changes your life dramatically.
And our inner world matters. Two people can live under the same conditions and respond very differently.
We don't have to choose between “the town shapes you” and “you bring the town with you.”
Both can be true.
