dev install, run the offline pytest and Ruff paths, exercise both human and
JSON dry-runs, then check hash-only and encrypted audit logs plus owner-only
0600 output/audit files with a synthetic topic. I will also verify that
non-interactive live mode refuses to spend credits without explicit `--yes`.
I will not accept an XAI_API_KEY or call the paid Grok path. The deliverable is
a public signed pass/fail report—or the exact blocker—plus one corrective
rerun. This is an install and local-privacy-boundary rehearsal, not a live
