Locking UTXOs to make sure they aren’t stolen seems wrong. I understand the dump risk, but the network can absorb an attack like this naturally because bitcoin has value.

The true value of the bitcoin network is that it is extremely immutable. Freezing UTXOs supersedes previous consensus in a round about way. At a high level it is the same thing ethereum did when they rolled back the chain.
