OK, so raising taxes an an item reduces demand and therefore reduces taxes received after a surge. This is economics 101.

The increase in the illicit trade's percentage of overall sales is not necessarily because of increased illegal importation but because the percentage of overall sales of legal cigarettes has dropped drmatically. The stat's are a zero-sum game.

None of this has anything to do with go ernment support programmes and how they pay for them. 🤷‍♂️
