After reading it from their site I think they have to see somehow you have 1M$ or more in funds. And no debt. You do not have to paid it directly. The only thing you have to pay is the 999$. That's resonable.

They really should make it a $1M investment into the country, like a business or property not just a payment. They would get a lot more people take advantage of this.
