I don't live in the United States. There are 6.2 million millionaires in China alone. Just 1% of them willing to buy this would be 60k.

I haven’t seen the details but I think this is a good point. If this were the only way to get a visa then it would very likely meet the target. But if the other options remain open then I think people will take the easier path
