There are some I feel bad for, some I don't. I used to work at a Sub shop, there was a homeless guy who would go around town, he would come in on the regular and ask us for water, sometimes people would buy him food.

One of my coworkers got to taking to him once and he said he was there purely because he didn't want to work, and the government game him money on a card.

So don't feel bad for those people.
