A lot of foreigners live in Setagaya - also, it’s often considered “fashionable” or “cool” here to write stuff in English, and locals don’t have difficulties to understand “Soy Latte” or “Americano” written in Roman characters.
You can see this on their website (https://chanoko.com/) too, where the labels and menu titles are in English, but the content is in Japanese.
