You can live in France, in Paris, or even in a small village.
And I don't see a problem with going into a pharmacy and buying what you need with cash.
I understand that we are different, it's just ...
It comes down to preference like you said, and also experince [the skill part].
I left Europe after covid [would have left before if I had the funds].
That was the big eye opener for me in terms of the general societal response to something they barely understood. How rules were enforced even in remote areas where I was staying. Even 'cash' was frowned upon for 'transmitting' the virus.
Of course this also happened in the global south but to a much lesser extent [cash for example is widely used and had no stigma. I spent a great deal of time and effort researching this in the last 3 years].
General services like healthcare [public or private] as we have seen becomes useless anyway. Not sure what other 'comforts' you would also expect to have in that situation.
After the mass importation of military aged men into Europe I would also discard it as being safer than a Banana Republic.
At the end of the day it is where you feel most comfortable being during a rainy day, week, month or 3 years.
Cities will always be the worse possible place to be in during any 'crisis', whether that is in over-regulated Europe or somewhere else.
