@Leyonhjelm @nprofile1q... Madison is one of the most heavily policed cities in the country with multiple forces overlapping (capitol police, mpd, uw police, etc.)

The city is notoriously leftish, and usually at odds with the cops as a matter of principle and/or culture.

Like many midwestern college towns, it was a dumping ground for the asylum closures/downsizing of the Reagan era, and so characters (and situations) like this are quite common, though, typically taken in stride by the citizenry, and typically not involving weapons.
