Reflect Orbital is just such a dangerous, ineffective idea. The list of binding conditions that they put in the Application for Review (see link above) really powerfully shows how dangerous it truly is. I can't believe that any government regulator would say that this is ok to launch, there are SO MANY THINGS that could cause immediate, significant harm to humans, and long term massive environmental damage (and that's ignoring astronomy)
