A partition where baseband firmware is stored, sometimes it's not one, but a set of partitions, which don't have filesystem in them — just a binary blob, sometimes there is an A/B thing, in case update goes wrong, sometimes there isn't — it's wise to have every partition backed up, at least of phone's original state.
Yes,when it gets corrupt, it might brick the phone entirely — or not, sometimes it's just weird shit like your case, sometimes Bluetooth stops working or something like that. Some manage to restore their phones by taking images from other phone of same model and flash their IMEI and other IDs back — but it all depends on the chipsety heavily, it's alchemy at this point — I hope yours is just a higher level software problem and you can manage without all this.
