Why is 'respect property rights' a universal moral rules and where does does that right come from?

That moral rule derives from Aristotelian deductive logic.
Once you prove that everyone is the only exclusive owner of their own body (that can be done by exclusion), you can then prove that everyone is also the exclusive owner of everything that they acquire either by appropriating or altering things from the environment that had no previous owner, or voluntarily obtaining them by said previous owner.

Being yourself the sole owner of your body and of your private property, it logically follows that theft, assault, rape and murder, are immoral acts.
It also logically follows that any form of mandatory welfare state is immoral, just like any form of non-voluntary government, and any of its emanations.
