BIP-110 doesn't stop spam.
I'd support it if it stopped spam.
But it doesn't.
They already have work arounds for ordinals ready to go live.
It’s stops most of it in its current form. It’s called Reduced Data Temporary Softfork (RDTS) for a reason.
