I will say auto manufactures have been under MASSIVE regulations for a really long time. The EPA jails aftermarket manufactures who modify vehicles or manufacture modified components without a license...
Granted. But you can still drive into a crowd. And the manufacturers haven't been jailed for not stopping that ability.
