On a lighter note: "cannot physically" also doesn't imply "cannot legally" so I look forward to finishing my TF ray.
To be less vague, the things I had in mind when posting this were actions like "throwing out votes" among others.
One cannot legally just ignore the results of an election, but if the person with power over the election is also the one doing the ignoring, then there is no physical barrier.
