These people have the police powers and not some ruling class lording over them? What countries?

Zapatistas are a decentralized organization, rebelling against Mexico state. Kurdistan is split into 4 territories: integrated parts in Iran and Turkey, autonomous regions in Syria and Iraq. Somalia is organized into armed groups and is very well known as a stateless territory. External forces attempt to re-establish a state there, but they succeeded only in small part of the country, called Somaliland.

The question is, are police powers in the hands of the people in all these groups? Or are their designated people with different rights and powers than everyone else?
