I vaguely remember that. These things have multiple purposes imo. One, it keeps the public in a state of panic. The FBI can just stop it before it starts if they want to. Two, it justifies the existence of the FBI and makes them look to be the 'heroes' to the state lovers. Three, can be looked at as a distraction from other fuckery coming out of DC, and there is a lot of that currently. And four, sometimes, they go live and allow the attack to happen if they need a major distraction, or a reason to go to war.
