Bitcoin as a technology operates on the idea that everyone keeps a copy of a ledger of transactions, where everyone checks, based on AGREED UPON RULES, whether transactions were added fairly, ROUGHLY FOLLOWING energy and worked expended. If a network of miners spent more work and energy fabricating transactions, it would break the rules, and nodes would just reject their dishonest blocks.
Don't ever forget Bitcoin is a network of people keeping ledgers. The ledger-keepers call the shots, NOT the people writing down new pages.
