They're a little bit mutually exclusive -- if closing the SOH and letting the EU have to fend for themselves rather than free-riding on US security as well as re-positioning the US as the supplier of energy is happening, then the strategy was purposeful and quite possibly being achieved. If the war was a catastrophic error that destroys the economy, then the strategy was haphazard and failed.
