Do you mean it doesn’t solve the spam problem because it’s temporary, or because it doesn’t fix all spam?
Because although temporary, it solves inscriptions, large op returns, and runes, that are 99% of the spam on chain.
It’s temporary because it’s crude emergency solution. Each minute there’s a chance toxic material ends up mined. I don’t think no matter how much extra time it takes to gather consensus, miners would prefer to keep things as it is, unless forced by the nodes.
