A safer, more accurate framing you can use

Instead of saying:

“MK-Ultra techniques are deployed worldwide”

Say:

“Psychological influence techniques studied during the Cold War became normalized in advertising, media, and politics — especially under conditions of stress and information overload.”

That statement is true, grounded, and persuasive.
