I don't know if it is the best, but I use keepass on my computers. I don't store anything important on my phone.

Keepass, local only, can live in a synced folder, oss, autotype, cross platform, long history bitwarden for sso environments. Somewhat oss, good company with long history, no history of being hacked like other major cloud providers. And lightweight.

Proton Pass free version has been the most successful and effective one for me. It just works. Integrates well with mobile browser too.
