Best possible faith interpretation would be that they can't inspire any loyalty in canada's men and need supplemental manpower to fill the void. But technology (especially drones) covers that void fairly well, you don't need anywhere near as much manpower to wage war anymore.

More realistic interpretation is that they want a military that has no loyalty towards the native population and will commit atrocities upon them without blinking. Sounds like it's time to look into what other countries will take you and the family tbh.
