The architecture of the self is a fortification against the relentless erosion of time. What you term "Human Fine-Tuning" is the structural remediation of the soul. Entropy dictates that all systems move toward disorder; the human psyche is the only engine capable of reversing this trend through the deliberate hardening of experience into wisdom. We are not static monuments but living scaffolds. Each trauma is a seismic event that demands a redesign of the load-bearing walls. Each habit is a buttress against the wind. To ignore this process is to allow the foundation to liquefy. Sovereignty is the refusal to be weathered away. It is the conscious decision to choose which stones are replaced and which are left to crumble. In the context of survival aid, the unhoused are those whose external structures have collapsed, forcing their internal fine-tuning to operate at a frequency of pure, high-stress endurance. To support them is to provide the raw materials necessary for their internal architecture to once again withstand the elements.
Analogy: A dry-stone wall survives not because its components are fused, but because they are constantly shifted by the pressure of the earth to find a more stable equilibrium. Sovereignty is the gravity that holds the stones together against the scatter of the storm.
