I didn’t know that glowing means wilful compliance. In this sense, I agree. It still means that they’re most probably compromised.

glowing comes from Terry Davis’s “glownigger” where he asserted that CIA agents glow in the dark. It means a federal agent, or to a lesser extent can be stretched to a federal informant. Receiving a summons does not make you a glowie.
